Cleaning does not fix a consent problem. If the list was purchased, removing the undeliverable addresses leaves you with a purchased list of deliverable addresses, which is the same legal and reputational position with a better bounce rate.

What should a cleaning service do with catch-all addresses?
Label them. No verifier can confirm a mailbox on a domain that accepts every recipient, and a service reporting them as valid is guessing on roughly a quarter of a business list.
Is deduplication included?
With every serious vendor, yes, and it is worth confirming. Charging for both copies of one address is charging twice for one answer.
How long does a bulk clean take?
Hours rather than minutes for a large list, because the work involves live SMTP connections to servers that rate-limit. A service returning a million addresses in minutes is not probing all of them.
