The booker is not the traveller
A family holiday is booked by one person who enters four addresses. Three of those people did not consent to anything, may not know their address was given, and one of them was typed from memory and is wrong.
Marketing to a passenger list is therefore a consent question before it is a delivery one, and the addresses that bounce are far more often the ones somebody else supplied.
Travel is also violently seasonal, and a company that mails quietly for eight months and heavily in January is a volume spike arriving on a list that has been sitting still.

Can I market to everyone on a booking?
The booker gave you their address deliberately. The other passengers did not, and mailing them produces complaints from people who never signed up, which damages placement faster than bounces do.
Why does an international list resolve worse?
Provider mix. Regional providers throttle foreign connections differently, some are effectively unreachable from outside their country, and each market has its own behavior.
When should a travel company check?
Ahead of the booking peak, so the volume ramp starts on a checked list rather than discovering the decay during your highest-value weeks.
