A valid address in the wrong status still receives nothing
Keap tracks email status per contact: confirmed, unconfirmed, opted out, and marked as bounced or spam. Marketing email only reaches confirmed contacts in many configurations.
So a verification pass can tell you an address is perfectly deliverable while Keap continues to send it nothing, because the status is the gate rather than the address.
Their compliance team also reviews accounts and will ask about list sources. Arriving with a verified list answers the deliverability half and not the consent half.
