One complaint per thousand is the whole budget

The thresholds sound generous until you put them in plain numbers. At Google's 0.1% target, a send of ten thousand people allows ten complaints. At 0.3%, the level Google says never to reach, thirty complaints across that same send is enough to start losing inbox placement.

Small sends make the arithmetic brutal. On a list of five hundred, a single complaint is 0.2% and you are already above target. That is not a reason to panic over one click, and it is a reason to read small-list rates over several campaigns rather than one.

Rates also concentrate. A rate of 0.15% across a campaign usually means one segment sat at 0.6% and everything else was clean. Breaking the number down by how the addresses were collected finds the offending group faster than any content change.

What actually brings complaints down

An obvious unsubscribe link is the fastest change available. People who cannot find one report spam instead, because the report button is easier to see. Putting the link at the top as well as the bottom costs nothing and moves the number within a campaign.

Recognition matters next. Complaints cluster where the recipient does not remember agreeing to hear from you: an address collected eight months ago, a list acquired with a company, a webinar signup mailed for the first time in a year. Sending sooner after signup is worth more than any subject-line experiment.

Frequency does the rest. The same person who tolerates a monthly note reports a daily one. If a segment's rate rises while the content holds steady, the send schedule is the variable that changed.

Do unsubscribes count as complaints?

No, and the difference is worth protecting. An unsubscribe removes the person quietly. A complaint tells the mailbox provider your mail is unwanted, and that judgment follows your domain to every other recipient.

Where do I find my real Gmail complaint rate?

Google Postmaster Tools, which requires verifying your sending domain and takes a few days to populate. It is the only place the Gmail figure appears, and it is the one large providers act on.

Someone complained about mail they asked for. Is that normal?

Completely. Report spam is how many people unsubscribe, especially on mobile where the button is easier to reach. That is why the target is a rate rather than zero.

Will cleaning my list lower my complaint rate?

Only indirectly. Removing dead addresses raises the delivered count, which lowers the rate arithmetically without changing how anyone feels about your mail. The real lever is consent and frequency.
